In the 1950s, the provision of safe water supply was regarded as one of the most important oublic health measures by the Singaporean Rural Board, which administered matters such as water supply, markets and parks. As many households still could not afford piped water, public standpipes were erected to provide rural residents wit portable water, 1959.
